Public Participation and Fiscal Transparency in the Philippines
The Philippines experienced the renewal of civil society during the 1980s as mass mobilizations helped bring down the Marcos dictatorship. As a product of the democratic transition, the 1987 Constitution recognizes the importance of participation in governance and development.
The government is squarely tackling government corruption as part of its effort to improve the quality of governance. Thus, the current efforts can be found in several areas: 1. Convergence strategy for the delivery of social services in poor municipalities through the Community-Driven Development Program. 2. Civil society organizations began experimenting with ways to monitor corruption and the quality of project implementation. 3. Reform oriented governments were elected at subnational levels.
